SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 11 of Article 19A - Conflicts of
Interest, of the Annotated Code of Maryland (1973
Replacement Volume and 1973 Supplement) be and it is
hereby repealed:

[(a) Any person making any campaign contribution to
a public officer and whose business with the State is in
excess of ten thousand ($10,000) dollars per year on
either an individual or cumulative basis, not including
salaries paid by the State of Maryland shall file an
annual statement, on or before September 1st of each
year, covering all contributions or business dealings
made during the twelve (12) months prior to the filing
thereof. It shall contain a list of the names of all
elected public officers to whom contributions were made
and the names of the State agencies with which business
was done, the amount of the contribution or business, and
the details of the business dealings, with the office of
the Secretary of state, the President of the Senate, and
the Speaker of the House of Delegates. "Contribution"
means any gift, donation, or payment of money, the value
of which is in excess of one hundred dollars to any
public officer or to any other person on his behalf. Any
payment in excess of one hundred dollars to a dinner,
barbeque, fish fry, or other event shall likewise be
deemed a contribution. However, a bona fide gift to a
public officer by a relative within the third degree of
consanguinity for the personal use of the public officer
shall not be deemed a contribution. This section does
