not apply to honorary memberships in social, service, or
fraternal organizations, presented to a public officer
merely as a courtesy by the organization.

(b)   Form; filing. —This statement shall be on a
form prescribed by the Board of Ethics and shall be filed
with the Board of Ethics.

(c)  Liberal construction of section. —This section
shall be liberally construed to require full financial
disclosure in accordance with subsection (a) of this
section.

(d)  Penalty. —If any person knowingly or willfully
fails to comply with this section, he shall be guilty of
a misdemeanor and shall be fined not more than one
thousand ($1,000) dollars or be imprisoned for not more
than one year or both. If a person convicted of
violation of this section is a holding company,
corporation, syndicate, partnership, trust, or any other
type of joint venture or business trust, the officers of
this joint business venture can be held criminally liable
for the violation if it can be shown that the officer
actually authorized or participated in the failure to
comply with this section.

(e)  Meaning of "business with the State". —For the
purposes of this section "business with the State" shall
be defined as performing any services for or supplying
any goods to the state or being awarded any contract for
which the State shall be obligated to make payment.]

SECTION 2. AND BE IT FURTHER ENACTED, That Section
26—9(b) of Article 33 — Election Code, of the Annotated
Code of Maryland (1971 Replacement Volume and 1973
Supplement) be and it is hereby repealed and re—enacted,
with amendments, to read as follows:

Article 33 - Election Code
26-9.

(b) It [shall be] IS unlawful for any individual,
association, unincorporated association, corporation, or
any other entity either directly or indirectly, to
contribute any money or thing of value greater than [two
thousand five hundred dollars ($2, 500)] [[$2, 500]] $1,000
TO ANY CANDIDATE OR TO CONTRIBUTE MONEY IN EXCESS OF $100
EXCEPT BY CHECK in any primary or general election.

TOTAL CONTRIBUTIONS BY A CONTRIBUTOR UNDER THIS

SUBSECTION SHALL NOT EXCEED $2,500 IN ANY PRIMARY OR
GENERAL ELECTION.
