the principle that a capital improvement is an
improvement, the useful life of which shall be at least
equal to the life of the bonds by which it is financed.
SECTION 15. AND BE IT FURTHER ENACTED, That, if any
portion (word, sentence, paragraph, proviso or section)
of this Act shall be held invalid for any reason, the
remaining provisions shall remain in full force and
effect, and such invalid portion shall be considered
severed and deleted from this Act.
SECTION 16. AND BE IT FURTHER ENACTED, That this
Act shall take effect June 1, 1974.

AN ACT concerning
Elections — Contributions and Contributors
Doing Public Business
FOR the purpose of effecting limits on total
contributions in certain elections and establishing
limits for contributions to individual candidates,
prohibiting contributions of money in excess of $100
except by check, requiring certain contributors to
election campaigns who do business with the State,
or its counties, municipalities, or other political
subdivisions, to file certain statements under oath;
requiring certain persons having certain connections
with a business entity to report contributions to
the business entity; attributing certain
contributions and business to certain persons;
providing certain duties to the Secretary of State;
providing penalties for violations; making certain
principals in business entities liable for certain
violations; and relating generally to the disclosure
of contributions and public business.
