The Senate met at 4:00 o'clock P.M.

Prayer by Rev. James F. Madison, Annapolis, Maryland.
Present at roll call the following Senators:

roy, Coolahan, Crawford, Curran, Dalton, Emanuel. Finney, Goodman, Hall, Hodges,
Hoyer, Lapides, Lipin, Malkus, Mason, McAuliffe, McGuirk, Miller, Mrs. Nock, Pascal,
Pine, Mrs. Schweinhaut, Smelser, Snyder, Staten, Steers, Stone, Thomas, Wilson.

The journal of Friday, November 9, 1973 was read and approved.

MESSAGE FROM THE HOUSE OF DELEGATES

The Chief Clerk of the House of Delegates appeared and delivered the
following message.

SENATE BILL NO. 4—By the President (Administration):
AN ACT concerning

Emergency Powers—Energy Crisis

FOR the purpose of providing for certain powers of the Governor, until
[[July]] a certain date [[1, 1974]], in energy crisis emergency
situations, relating to the Governor's power to exercise certain au-
thority to implement federal energy programs, and making provision
for the effect of this Act upon other State and local laws and upon
certain actions thereunder.

Amended in the House.

AMENDMENTS TO SENATE BILL NO. 4
By the House Environmental Matters Committee:
Amendment No. 1—

In unit 50 of the title of the third reading file bill (fourth printing)
immediately before the word "relating" insert the following:

"subject under certain conditions to action by the Committee on
Administrative, Executive and Legislative Review,".

Which amendment was read and, concurred in.

Amendment No. 2—

In unit 83 on page 2 of the third reading file bill (fourth printing)
strike "FEBRUARY 1" and insert in lieu thereof "MARCH 15".

Which amendment was read and concurred in.

Amendment No. 3—

In unit 115 on page 2 of the third reading file bill (fourth printing)
immediately after the period, insert the following:

"RULES AND REGULATIONS PROMULGATED BY THE
GOVERNOR PURSUANT TO THE POWERS GRANTED ABOVE
UNDER THIS SUBSECTION SHALL FIRST BE PRESENTED
TO THE COMMITTEE ON ADMINISTRATIVE, EXECUTIVE
AND LEGISLATIVE REVIEW FOR APPROVAL, REJECTION OR
