MODIFICATION. IF THE COMMITTEE FAILS TO TAKE ACTION
WITHIN FIVE DAYS OF SUBMISSION OF THE RULES AND
REGULATIONS, THE RULES AND REGULATIONS SHALL BE-
COME EFFECTIVE AS PROMULGATED BY THE GOVERNOR.
IN THE EVENT OF AN EMERGENCY IN WHICH IT IS NOT
FEASIBLE TO SECURE THE APPROVAL OF THE COMMITTEE
A RULE OR REGULATION MAY BECOME EFFECTIVE IM-
MEDIATELY, AND SHALL IMMEDIATELY BE COMMUNI-
CATED TO THE CHAIRMAN OF THE COMMITTEE AND BE
SUBJECT TO REVERSAL OR MODIFICATION BY THE FULL
COMMITTEE WHEN CONVENED. ALL RECORDS OF RULES
AND REGULATIONS AND COMMITTEE MEETINGS SHALL BE
OPEN TO THE PUBLIC."

Amendment No. 4-—
Immediately after unit 138 on page 3 of the third reading file bill
(fourth printing) insert the following:
"SECTION 3. AND BE IT FURTHER ENACTED, That if any
provision of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of competent
jurisdiction, the invalidity does not affect other provisions or any
other application of this Act which can be given effect without the
invalid provision or application, and for this purpose the provisions
of this Act are declared severable."

strike the numeral "3" and insert in lieu thereof the numeral "4".

In line 12 on page 1 of Committee Amendment Number 3, immediately
before the word "RULES" insert the word "ORDERS"; and in line 16,
immediately before the first word "RULES" insert the word "ORDERS";
and in the same line, immediately before the second word "RULES'
insert the word "ORDERS'; and in line 18, immediately before the word
"RULE", strike the letter "A" and insert in lieu thereof the words
"AN ORDER"; and in line 21, immediately before the word "RULES"
insert the word "ORDERS,".
