Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed Senate Bill 912.

This bill amends Sections 5 and 6(c) of Article 14B ("State Boat Act")
of the Annotated Code of Maryland to modify certain provisions relating
to fees and taxes and to amend the numering provisions thereof, so as
to comply with the Federal Boat Safety Act of 1971.

House Bill 989, which was enacted by the General Assembly and signed
by me on May 24, 1973, contains an even more comprehensive revision of
several portions of Article 14B and, in its like amendments to Sections 5
and 6(c), accomplishes the same purposes as Senate Bill 912. Aside from
slight, non-substantive differences in language. House Bill 989 also pro-
vides, in Section 6(c), that those amounts owing on a vessel, and to be
paid before the Department of Natural Resources may effect a transfer of
ownership, are only those amounts "as shown in the records of the Depart-
ment". Senate Bill 912, on the other hand, fails to add this clarifying
language.

Because of the conflict in form between the two bills, and because House
Bill 989 accomplishes the same basic purposes as Senate Bill 912, I have
decided to veto Senate Bill 912.
