Act to permit numbering of boats not required to be numbered and exempt
certain vessels from payment of a certificate fee and the title tax and
increase the fee for lost certificates and to delete the recordation fee; to
amend the State Boat Act generally so as to comply with the
Federal Boat Safety Act of 1971; and to correct certain obsolete agency
designations.

The President put the question: Shall the bill pass notwithstanding the
objections of the Executive?

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
1 have today vetoed Senate Bill 952.

This bill authorizes a $70,000,000 State debt to provide grants for the
construction of sewage treatment plants.

House Bill 1268, which was enacted by the General Assembly and signed
by me on April 26, 1973, accomplishes the same purposes as Senate Bill 952.

Therefore, it is unnecessary for me to sign Senate Bill 952.

Senate Bill No. 952—By the President (Administration):

An Act to authorize the creation of a State debt in the aggregate amount
of Seventy Million Dollars ($70,000,000), the proceeds thereof to be used
to provide State grants to assist in the construction of sewage treatment
plants and related facilities, to finance certain water quality studies, to
assist in the construction, extension, and improvement of existing public
sanitary sewer systems, and to assist in the construction of temporary
sewage treatment plants and related facilities, to provide conditions of
eligibility for such State grants and limitations thereon, to provide gen-
