WHOLE OR IN PART IN THE BUSINESS OF BUYING, SELLING,
OR EXCHANGING NEW AND UNUSED VESSELS, OR USED VESSELS,
OR BOTH, EITHER OUTRIGHT OR ON CONDITIONAL SALE,
BAILMENT, LEASE, CHATTEL MORTGAGE, OR OTHERWISE, AND
WHO HAS AN ESTABLISHED PLACE OF BUSINESS FOR SALE,
TRADE, AND DISPLAY OF VESSELS. A YACHT BROKER IS A
DEALER.

REVISOR'S NOTE: This subsection presently appears
as Article 14B, section 1 (1) of the Code.
The present reference to outboard motor
dealers is proposed for deletion at the
suggestion of the Department of Natural
Resources. Section 8—710, which pertains
to licensing of dealers, makes it plain
that coverage is required only for dealers
in vessels. The last sentence is added for
purposes of clarity. The only other
changes made are in style.

(D)     "GOVERNING BODY" MEANS THE COUNTY
COMMISSIONERS, COUNTY EXECUTIVE[[, ] ] AND COUNTY
COUNCIL OF ANY COUNTY, THE MAYOR AND CITY COUNCIL OF
BALTIMORE AND THE ELECTED OFFICIALS OF ANY MUNICIPAL
CORPORATION IN THE STATE, SUBJECT TO ARTICLE XI-E OF
THE MARYLAND CONSTITUTION.

REVISOR'S NOTE: This subsection presently appears
as Article 14B, section 12-I of the Code.
The reference to Article 23A, section 9 of
the Code is proposed for deletion because
the revision project attempts to avoid
internal cross-references to specifically
numbered articles whenever possible. A
reference to Article XI-E of the Maryland
Constitution is substituted because Article
23A, section 59 implements the municipal
home rule provisions of the constitutional
provision. The numbering of Constitutional
provisions potentially is subject to less
change than code provisions. The only
other changes made are in style.

(E)    "LIEN HOLDER" MEANS A PERSON HOLDING A
SECURITY INTEREST.
