4.

None of the provisions of §§ 1,2 and 3 of this article shall be construed to
apply to Worcester, Kent, Caroline, Allegany, Washington, Calvert, Wicomico,
Dorchester, [Somerset,] Baltimore, Anne Arundel, Cecil, Charles, Frederick,
Prince George's, and St. Mary's counties, said counties being hereby expressly
exempt from the provisions thereof except that the provisions of §§ 1,2 and 3
shall apply to that area of Prince George's County within the corporate limits of
the City of Takoma Park.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage.

CHAPTER 33
(House Bill 483)

AN ACT to repeal and re-enact, with amendments, Section 4(b) of Article 88B of
the Annotated Code of Maryland (1969 Replacement Volume and 1972
Supplement), title "State Police," subtitle "Law Enforcement Duties," to
authorize the Maryland State Police to act within the limits of certain
incorporated municipalities in order to protect the safety of [[the Governor)]
elected State officials, and to provide that this is an emergency act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 4(b) of Article 88B of the Annotated Code of
Maryland (1969 Replacement Volume and 1972 Supplement), title "State Police,"
subtitle "Law Enforcement Duties," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

(b) Police employees shall not act within the limits of any incorporated
municipality which maintains a police force except (1) when in pursuit of an
offender or suspected offender; (2) when in search of an offender or suspected
offender wanted for a crime committed outside of the limits of the municipality, or
when interviewing or seeking to interview a witness or supposed witness to such a
crime; (3) when requested to act by the chief executive officer or the chief police
officer of the municipality; (4) when ordered by the Governor to act within the
municipality; (5) when enforcing the motor vehicle laws of this State; [or] (6) in
any building or place when ordered by the President of the Senate and the Speaker
of the House of Delegates, or either of them, to guard the safety of legislators or
the integrity of the legislative process [.] OR (7) TO PROTECT THE SAFETY
OF [[THE GOVERNOR]] AN ELECTED STATE OFFICIAL.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is hereby

of the public health and safety and having been passed by a yea and nay vote
