CHAPTER 31
(House Bill 394)
AN ACT to add new Section 22 to Article 1 of the Annotated Code of Maryland
(1968 Replacement Volume), title "Rules of Interpretation," to define the word
"gift" when used in a statute permitting a gift to or for the use of the State or
any of its agencies or officers and make clear that, in the absence of express
contrary provision of law, the funds derived from any such gift may not be
expended until the Governor has assented to the acceptance of the gift.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 22 be and it is hereby added to Article 1 of the
Annotated Code of Maryland (1968 Replacement Volume), title "Rules of
Interpretation," to read as follows:
22.
(A) "GIFT", WHEN USED IN A STATUTE PERMITTING A GIFT TO
OR FOR THE USE OF THE STATE OR ANY OF ITS DEPARTMENTS,
BOARDS, COMMISSIONS, INSTITUTIONS, AGENCIES, OR OFFICERS,
INCLUDES AN INTER VIVOS GIFT OR ENDOWMENT AND A
BEQUEST, DEVISE, LEGACY, OR TESTAMENTARY ENDOWMENT OF
ANY INTEREST IN PERSONAL OR REAL PROPERTY.
(B) UNLESS OTHERWISE EXPRESSLY PROVIDED BY LAW, NO
FUNDS DERIVED FROM A GIFT DESCRIBED IN SUBSECTION (A)
MAY BE EXPENDED UNTIL THE GOVERNOR HAS ASSENTED TO THE
ACCEPTANCE OF THE GIFT PURSUANT TO ARTICLE 15A, §5 OF THE
CODE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 433)
AN ACT to repeal and re-enact, with amendments, Section 4 of Article 23A of
the Annotated Code of Maryland (1966 Replacement Volume), title
"Corporations - Municipal," subtitle "In General," to take Somerset County
out of the exempt counties.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 4 of Article 23A of the Annotated Code of Maryland
(1966 Replacement Volume), title "Corporations - Municipal," subtitle "In
General," be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
