BLIND INDUSTRIES AND SERVICES OF MARYLAND
AND THE MARYLAND SCHOOL FOR THE BLIND
4.
There shall be maintained in Baltimore City, Maryland, a [workshop]
TRAINING AND EMPLOYMENT CENTER for the blind; and there may be
[workshops] CENTERS located in other parts of the State.
5.
General supervision and control of all such [workshops] TRAINING AND
EMPLOYMENT CENTERS shall be vested in a board of [five] ELEVEN
trustees, [three] NINE of whom shall be appointed by the Governor, by and with
the advice of the Senate, and two shall be elected by the board of directors of
[[the]] THE Maryland School for the Blind; and the term of the members of said
board shall be for a period of two years from the date of their appointment, or
until their successors shall have been appointed and qualified, and whenever a
vacancy shall occur on said board it shall be filled for the unexpired term by vote
of the said members of the board remaining. THE BOARD, WHICH SHALL
SERVE WITHOUT COMPENSATION, SHALL MAKE TIMELY
RECOMMENDATIONS TO THE GOVERNOR CONCERNING
APPOINTMENTS.

Said board of trustees shall constitute a body corporate under the name and
style of ["The Maryland Workshop for the Blind,"] "BLIND INDUSTRIES
AND SERVICES OF MARYLAND", with the right to acquire and hold
property, real, personal and mixed, in any manner whatsoever; to sue and be sued,
and to make and use a common seal, with the right to alter and change the same
at any time. The board shall organize immediately upon its appointment and
qualification, and elect one of its members chairman and another as treasurer. It
shall also have the power to elect one of its members to serve as chairman,
whenever it is inconvenient or impossible for the regularly elected chairman to
serve. It is also empowered to [hire a] APPOINT A CORPORATE secretary and
other necessary employees, and to fix their compensation. [[Said]] THE
[workshop] [[TRAINING AND EMPLOYMENT CENTER]] BLIND
INDUSTRIES AND SERVICES OF MARYLAND shall be open for the labor
and manufactures of all blind citizens of Maryland over eighteen years of age, who
can give satisfactory evidences of character and of their ability to do the work
required of them. All the profits arising from the operation of BLIND
INDUSTRIES [[the] [shop] [[CENTER]] shall be used in furthering its
usefulness. Said board shall acquire suitable quarters by lease, purchase or
otherwise in [[Baltimore City, aforesaid, ]] THE STATE OF MARYLAND and
shall have full power to establish, maintain, direct and supervise all matters
pertaining to BLIND INDUSTRIES [[the]] [workshop] [[CENTER]], its
maintenance and regulation, including the purchase of all machinery and materials
as may seem to them suitable and necessary, and the barter or exchange of articles
or manufactures entrusted to them for disposal.
6A.
The State and all state-aided, owned, controlled, or managed public or
quasi-public institutions and agencies shall purchase from [[the]] [workshop for
the blind] BLIND INDUSTRIES AND SERVICES those products and/or
services not supplied by the Department PUBLIC SAFETY AND of Correctional
Services. [The workshop] BLIND INDUSTRIES shall send a list of products and
