services supplied by it to the Secretary of the Department of [[Budget and Fiscal
Planning]] GENERAL SERVICES, and to all persons responsible for purchasing
for the above mentioned institutions. This list of products and services shall be
revised semiannually. The price of products purchased from [the workshop]
BLIND INDUSTRIES AND SERVICES shall be set by the pricing committee
for [the workshop for the blind] BLIND INDUSTRIES AND SERVICES.

6B.

There shall be a pricing committee FOR [for the workshop for the blind]
BLIND INDUSTRIES AND SERVICES OF MARYLAND. The committee is
composed of four persons: the executive vice-president of [[the]] [workshop]
BLIND INDUSTRIES or his designee; a member of the executive board, or
designee of the [[Free State Federation of the Blind]] NATIONAL
FEDERATION OF THE BLIND OF MARYLAND, appointed by that board;
the [(Commissioner of Correctional Services]] SECRETARY OF PUBLIC
SAFETY AND CORRECTIONAL SERVICES or his designee; and the
Secretary of [[Budget and Fiscal Planning]] GENERAL SERVICES or his
designee. The committee shall set the prices of all products sold by [the workshop]
BLIND INDUSTRIES. These prices shall be fixed so as to reflect the fair market
price for the product. The members shall serve without compensation and shall
receive assistance from the staff of [[the]] [workshop] BLIND INDUSTRIES
AND SERVICES.

Any blind person of the age of 21 years or more, desiring to operate a
legitimate business of any kind to provide a livelihood for himself and dependents,
if any, may apply to [the Maryland Workshop for the Blind] BLIND
INDUSTRIES AND SERVICES OF MARYLAND.

9.

[The Maryland Workshop for the Blind] BLIND INDUSTRIES AND
SERVICES OF MARYLAND shall have authority to issue licenses to blind
persons who are citizens of the United States and at least 21 years of age, for the
operation of stands in all State, county and municipal buildings, including
buildings located in public parks, playgrounds and other recreational centers, for
the vending of newspapers, periodicals, confections, tobacco products and any
other articles, except alcoholic beverages. The construction of said vending stands
and the location thereof shall be such as meets the approval of the custodian
having charge of the building in which the vending stand is to be located, but such
vending stands shall be permitted to be installed in all of the public buildings
hereinbefore mentioned wherever physically practicable, but under no
circumstances shall any such vending stands be permitted to be installed which
would in any way be in competition with any stands or concessions already in
operation and with the further provision that the burden of establishing the
physical practicability for the reasonable public necessity and convenience of such
stands shall rest upon the applicant for the desired privilege. [The Maryland
Workshop for the Blind] BLIND INDUSTRIES AND SERVICES OF
MARYLAND shall have full supervision and control over the operation of said
vending stands and shall, within its discretion, have full power as to who shall be
placed in charge of each stand and may, when it deems proper, provide the
equipment for said stand as well as an adequate initial stock of suitable articles to
be vended therefrom.

Any section, or any part of any section, of the public local or public general
laws of this State inconsistent with this section are hereby repealed to the extent of
