such devices, components, and/or assemblies to the American As-
sociation of Motor Vehicle Administrators in lieu of submission of
the device, component, and/or assembly to the [Commissioner] Ad-
ministrator.

(c) [The Commissioner shall maintain and publish lists of all
these devices, components, and/or assemblies which have been ap-
proved by him under authority contained in this subtitle].

The Administrator shall maintain and distribute lists published by
the American Association of Motor Vehicle Administrators of all
these devices, components, and/or assemblies which have been ap-
proved by him under authority contained in this subtitle. The Ad-
ministrator shall fix a price for these lists which shall not exceed
the cost of the publication as established by the American Association
of Motor Vehicle Administrators and the cost of reasonable handling
charges.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 83
(Senate Bill 133)

AN ACT to repeal and re-enact, with amendments, Section 11-404
of Article 66-½ of the Annotated Code of Maryland (1970 Re-
placement Volume), title "Vehicle Laws," subtitle "Subtitle 11
Rules of the Road," subheading "Part IV. Right of Way," to
require the driver of a vehicle on an unpaved public highway to
yield the right-of-way when entering a paved public highway.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11-404 of Article 66-½ of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws," sub-
title "Subtitle 11 Rules of the Road," subheading "Part IV. Right
of Way," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

11-404.

(a)    The driver of a vehicle about to enter or cross a highway
from a private road or driveway shall stop and yield the right-of-
way to all vehicles approaching on the highway.

(b)    The driver of a vehicle entering a paved public highway,
which is hereby defined to be a highway having a hard smooth sur-
face composed of gravel, shells, crushed stone, paving blocks, as-
phalt, concrete or other similar substance, from an unpaved public
highway shall stop and yield the right-of-way to all vehicles ap-
proaching on the paved public highway.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1,1972.
