as provided by this article, and such certification has been accepted
by the [Department] Administration, and the [Department] Ad-
ministration shall suspend the registration of any such vehicle when-
ever the [Department] Administration ascertains that such owner
has failed, or is unable, to maintain such proof of financial
responsibility.
(b) Certification required under this section shall cover [every
person using or operating a vehicle under a rental agreement and
shall also cover the person owning such motor vehicle] the person
owning such vehicle and every person using or operating the vehicle
with the permission of the owner or lessee, notwithstanding any
provision of the rental agreement to the contrary.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 12-102
of Article 66-½ of the Annotated Code of Maryland, (1970 Replace-
ment Volume), title "Vehicle Laws," subtitle "Subtitle 12 Equip-
ment of Vehicles," subheading "Part I. Scope and Effect of Equip-
ment Provisions," to provide that the Motor Vehicle Administrator
shall maintain and distribute lists of motor vehicle devices, com-
ponents, and/or assemblies approved by him and published by the
American Association of Motor Vehicle Administrators; to fix a
price for said lists; and to correct certain erroneous language and
references therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12-102 of Article 66-½ of the Annotated Code of Mary-
land, (1970 Replacement Volume), title "Vehicle Laws," subtitle
"Subtitle 12 Equipment of Vehicles," subheading "Part I. Scope and
Effect of Equipment Provisions," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
12-102.
(a) The [Commissioner] Administrator shall approve or disap-
prove any lighting device or other motor vehicle safety equipment
components, and/or assemblies, of a type on which approval is
specifically required in this subtitle, within a reasonable time after
approval has been requested. The approvals may be based upon
certificates of approval furnished to the [Commissioner] Adminis-
trator by the American Association of Motor Vehicle Administrators.
(b) The [Commissioner] Administrator may set up the proce-
dure to be followed when requests for approval of any lighting device
or other motor vehicle safety equipment component, and/or as-
sembly is submitted. The procedures may provide for submission of
