land upon which is located the range or area sought to be licensed
or approved. All certificates shall be retained by the Range Approval
Committee as part of its permanent records.
Sec. 3. Severability.
The provisions of this Act are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or
unconstitutional or inapplicable to any person or circumstances, such
illegality, invalidity or unconstitutionality, or inapplicability shall not
affect or impair any of the remaining provisions, sentences, clauses,
sections or parts of the Act or their application to other persons or
circumstances. It is hereby declared to be the legislative intent that
this Act would have been adopted if such illegal, invalid or uncon-
stitutional provision, sentence, clause, section or part had not been
included therein, and if the person or circumstances to which the
Act or any part thereof is inapplicable had been specifically exempted
therefrom.
Sec. 4. Effective date.
This Act shall take effect on December 7, 1970.

AN ACT to amend Chapter 108, titled "Vehicles, Traffic and Park-
ing," of the Montgomery County Code 1965, as amended, by re-
pealing and re-enacting with amendments, subsection (b) of Sec-
tion 108-1, to authorize the Director of the Department of Police
to assign school crossing guards to traffic control duty during
emergencies.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
SEC. 1. Subsection (b) of Section 108-1, Chapter 108, titled
"Vehicles, Traffic and Parking," of the Montgomery County Code
1965, is hereby repealed and re-enacted, with amendments, to read
as follows:
108-1. Authority of school crossing guards; penalty for failure to
obey school crossing guards.

(b) School crossing guards shall have the power to control
vehicular traffic as necessary and consistent with the safety of such
school children and pedestrians, including the power to signal, stop
or otherwise direct vehicular traffic so as to permit the safe crossing
of persons using the school or church crossing area. In emergencies,
