crossing guards may be assigned traffic control duties by the County
Executive, Director of the Department of Police or Superintendent
of Police; school crossing guards may assist a police officer in traffic
control at the officer's request. Except in such emergency, or inci-
dental to the safety of pedestrians using crossings, school crossing
guards shall not be authorized generally to direct traffic.
Sec. 2. Effective Date.
This Act shall take effect on December 7, 1970.

AN ACT to amend Chapter 87, title "Garbage and Refuse," of the
Montgomery County Code 1965, by repealing and re-enacting,
with amendments, Section 87-13, title "Collecting and transport-
ing—Collector's license," Section 87-14, title "Collecting and tran-
sporting—Registration of Vehicles," Section 87-15, title "Col-
lecting and transporting—General regulations for collectors,"
and Section 87-19, title "Permits and licenses issued under Chap-
ter—Refusal to renew; revocation or suspension," to provide that
a person shall only transport his own refuse to a place of final
disposal in a closed or covered body vehicle; to provide that
an office maintained in Montgomery County shall be a business
office for the transaction of certain business; to require staffing of
the office during normal business hours with an authorized agent;
to require notification to the Director of the Department of In-
spection and Licenses of change of address, telephone number or
authorized agent; to require a cash or corporate bond in a sum
equal to the service charge for all customers for one month but
not less than $1,000.00; to provide generally for notice of default,
default and forfeiture of the bond; to authorize the Director to
have the work performed in case of default; to require watertight,
leak proof metal body trucks with metal or canvas cover; to re-
quire enclosed steel packer type trucks after four years; to require
collectors' detachable containers to be marked; to authorize the
Director to suspend any vehicle in an unsafe physical, mechanical
or sanitary condition; to provide for the removal of refuse in
accordance with a written service agreement; to require the col-
lector to provide 30 days written notice of intent to discontinue
service except for nonpayment; to require that the service agree-
ment contain certain matters and be furnished to each customer;
to require a collector to submit a certified list of customers quar-
terly; to require alternate service within 48 hours in case of mis-
hap or breakdown; to authorize the Director to revoke the license
