care, for compensation; but not including hospitals, clinics, or similar
institutions devoted primarily to the diagnosis and treatment of the
sick or injured.

(65)    Open Space

(a)    As used in Section 13-321.6 (B); the term shall mean
any unenclosed roof or ground surface, paved or unpaved, less than
50% covered, and accessible to the public 24 hours a day, not to
include parking areas.

(b)    As used in Section 13-320.1(3) (j) and (f) and Section
13-321.6 (a) the term shall mean open area used in common by
residents of a development.

(66)    Open Space, Communal—An open area used in common
by residents of a development.

(67)    Outside Storage—The keeping of goods or equipment
(not including registered parked automobiles), in an unenclosed area
considered as an accessory use.

(68)    Planned Commercial Complex—An integral retail de-
velopment for which an overall plan has been approved by the Office
of Planning and Zoning and which:

(a)    Is under single ownership or control ;

(b)    Has vehicular access to physically separate structures on
the site by means of interior driveways; and

(c)    Has a minimum area of two (2) acres. Synonymous with
"shopping center" and "planned commercial development".

(69)    Principal Structure—See "Structure".

(70)    Principal Use—See "Use".

(71)    Private Club—See "Club".

(72)    Property Line—Boundary of a lot.

(73)    Property Line, Front—Property line abutting street
right-of-way; or the mean high water line of shoreline property.

(74)    Public utilities—Any activity (whether or not under the
control of the Maryland Public Service Commission) which provides
or offers to provide services, such as water, sewerage, sewage treat-
ment, electricity, communications, power, transportation to its mem-
bers or to the public.

(75)    Public Utilities, Essential Services—The erection, con-
struction, alteration or maintenance, by public utilities or by
municipal or other governmental agencies of underground or over-
head electrical, gas, communications, steam, water or sewer distri-
bution, collection supply or disposal lines, including poles, cross arms,
guy wires, towers, repeaters, boosters, switches, transformers, regula-
tors, pumps, main, drains, sewers, pipes, conduits, ladders, cable,
fire alarm boxes, police call boxes, traffic signals, hydrants, and other
