similar accessories and equipment used in connection with and con-
stituting integral parts of such lines and reasonably necessary for
the furnishing of adequate service for such public utilities or munici-
pal or other governmental agencies or for protection of public health,
safety or general welfare; but not including structure, yards or
stations used for storage, repair or processing of equipment or
material and not including structures, yards, stations or substations
for transforming boosting, switching or pumping purposes when
such facilities are constructed on the ground.

(76)    Public Utilities, Sub-stations, Electric Power—An as-
semblage of equipment, for purposes other than generation or utiliza-
tion, through which electric energy in bulk is passed for the purpose
of switching or modifying its characteristics.

(a)    Enclosed Sub-stations. One which is entirely or partially
enclosed in a building with the remainder shielded from view by a
wall constructed to be compatible with the architecture of the
attached building.

(b)    Outdoor Sub-stations. One in which the major equipment
is of outdoor construction and is enclosed by a fence or wall which
may be landscaped or of decorative design to provide for esthetic
screening compatible with the surrounding areas.

(77)    River—Any body of water providing access directly to
the Chesapeake Bay OR THE PATAPSCO RIVER and consisting
of a major body of water with side creeks flowing into it.

(78)    River, Mouth of—The area between the shorelines of
the River generally where the shoreline turns from an orientation
toward the Bay to an orientation toward the River.

(79)    Road—See "Street or Road".

(80)    Sanitary Landfill—A planned and systematic method of
refuse disposal whereby the waste material is placed in the earth in
layers, then compacted and covered with earth or other approved
cover material at the end of each day's operation.

(81)    Semi-detached Dwelling—See "Dwelling, Semi-detached".

(82)    Service Organization—An association of persons for the
promotion of a common object other than the operation of a profit-
making business.

(83)     Setback—A minimum distance between the property line
and the required building line.

(84)    Shopping Center—See "Planned Commercial Complex".

(85)    Sign—Any structure (including component parts or de-
vices attached thereto), or any poster, painting, representation or
display of any nature which is placed upon the land, or in or upon
any building used to advertise or attract attention from outside said
building.
