similar purposes. Such space shall be available for entry and use by
the occupants of the structure or structures involved, but may include
a limited proportion of space providing landscaping features, screen-
ing, or a general appearance of openness. Green area may include,
but shall not be limited to, lawns, decorative planting, wooded areas,
sidewalks and walkways, active and passive recreational areas and
water surfaces that comprise not more than ten percent of the total
green area. It shall not include parking lots or other vehicular
surfaces.
(38) Height (of structure)—The vertical distance from the
lowest point of a structure at grade to the highest point of the struc-
ture, not including accessory fixtures attached to the structure.
(39) Helipad—A facility designed only for the takeoff and
landing of helicopters, AND THE DISCHARGING AND RECEIV-
ING OF PASSENGERS AND CARGO.
(40) Heliport—A facility designed for the takeoff, landing and
housing of helicopters and the shelter and convenience of helicopter
passengers.
(41) Highway—More heavily travelled trafficways (usually
under the jurisdiction of the State Roads Commission).
(42) Highway, Freeway—A divided road, four lanes or more,
providing the highest service in terms of mobility for through traffic
on a regional level, designed for traffic speeds of at least 60 miles
per hour with no access to adjacent properties. All access shall be by
grade separated interchange (bridge and ramps).
(43) Highway Expressway—A divided road, four lanes or
more, providing a high degree of service to through traffic designed
for traffic speeds of at least 55 miles per hour with no direct access
to individual uses on abutting properties. Some intersections may
be at grade with traffic signal controls.
(44) Highway, Major—A multi-lane (divided or undivided)
major artery of the County circulation network, serving high volume
traffic for both long and short trips with turning movements at inter-
secting roads. Such arteries are designed for traffic speeds of at
least 35 miles per hour, with access to adjacent properties under
some degree of control and high standards of design.
(45) Home Occupation—A use conducted entirely within a
dwelling unit by the residents which is clearly incidental and second-
ary to the use of the structure for dwelling purposes. Such use shall
not change the character of the dwelling unit nor have any exterior
evidence other than a sign, as provided in this subtitle. WHERE
PERMITTED, HOME OCCUPATIONS SHALL MEET THE FOL-
LOWING STANDARDS:
(1) THE TOTAL AREA UTILIZED FOR SAID OCCUPA-
TION (INCLUDING BOTH INDOOR AND OUTDOOR AREAS)
SHALL NOT EXCEED TWENTY-FIVE PERCENT (25%) OF
THE TOTAL FLOOR AREA OF THE DWELLING UNIT.
