(7) Lawfully operated refuse disposal areas or sanitary land-
fills.
(8) Grading and trenching for the following utility installa-
tions, provided such grading or trenching does not disturb CHANGE
the natural terrain CONTOUR, and any damaged, destroyed or dis-
turbed erosion and sediment control measures are restored to their
original condition:
(a) Utility installations within highway rights-of-way.
(b) Utility easements immediately adjacent to road or street
rights-of-way.
(c) Utility easements in areas abutting road or street rights-
of-way which accommodate housing connections.
(c) Individual private septic systems which do not disturb the
natural terrain. GRADING AND RELATED EARTHWORK IN-
CIDENTAL TO INDIVIDUAL WATER WELLS AND SEWAGE
DISPOSAL (SEPTIC) SYSTEMS INSTALLED PURSUANT TO
A VALID PERMIT FROM THE APPROPRIATE PUBLIC AU-
THORITY, PROVIDED SUCH GRADING AND RELATED
EARTHWORK DOES NOT CHANGE THE NATURAL CON-
TOUR.
(10) Grading on existing developed lots or parcels, only for
maintenance or landscaping purposes, provided:
(a) The aggregate area affected or bared at any one time does
not exceed one THREE thousand eight hundred ($1,800) (3,000)
square feet.
(b) The AVERAGE grade change does not exceed twelve inches
(12") at any point and does not alter the drainage pattern SO AS
TO CREATE A HAZARDOUS CONDITION OR A SOURCE OF
SEDIMENTATION TO ANY STREAM OR WATERCOURSE.
(c) All bare earth is promptly seeded, sodded or otherwise
effectively protected from erosive actions.
(d) The grading does not involve more than fifty (50) cubic
yards of material.

Article II Applications, Permits and Fees
Section 12-2003. IN GENERAL.
Subject to the provisions of Section 12-2008, each permit shall
authorize only the improvements set forth in the application and
accompanying plans, but each application (and permit issued pur-
suant thereto) may cover any number of contiguous lots. A GRAD-
ING PERMIT MAY BE INCLUDED AS PART OF A BUILDING
PERMIT.
