(b) The Annual Mobile Home Tax shall be levied and fixed by appro-
priate Resolution of the County Council each year at the time of the
enactment of the Annual Budget and Appropriation Ordinance; however,
the said annual mobile home tax shall not apply to mobile homes stored
and unoccupied on the park premises.
16.413--Renewal of License
(a) Upon application by any licensee together with a copy of the
park rules and regulations presently in force and after approval of the
said regulations by the licencing authority, and upon payment of the
annual licence fee, the licensing authority shall issue a certificate renewing
the licence for the next succeeding year, unless sooner revoked. The appli-
cation for renewal shall be in writing signed by the applicant on forms to
be furnished by the licensing authority.
(b) All park rules and regulations submitted at the time of renewal
shall, at least, contain all provisions which were included therein at the
time of original licensing, however, any amendment or additional pro-
visions shall be included therein. Failure of the rules and regulations to
meet the minimum requirements shall be grounds for a denial by the
licensing authority of the license renewal.
16.414—Transfer of License
Upon application for a transfer of a license, the licensing authority,
after approval of the transfer by the County Council, shall issue a transfer
upon payment of the transfer fee of Ten Dollars ($10.00).
16.415 16.413—Posting of License and Permit
The license certificate or special permit shall be conspicuously posted
in the office of or on the premises of the Mobile Home Park at all times.
16.416 16.414—Certain Locations Unlawful
It shall be unlawful for any person to maintain or use or permit to
be maintained or used any mobile home which is occupied for dwelling or
sleeping purposes on any ground or place, except in a duly licensed Mobile
Home Park or Mobile Home Subdivision/Condominium as provided in
Zoning Regulations of Howard County or by a special mobile home permit
issued by the Zoning Enforcement Officer.
16.417 16.415—Separability
Should any section or provision of this Act be declared invalid by a
Court of competent jurisdiction, such declaration and decision shall not
affect the validity of the remaining portions of this Act.
16.418 Penalty
Any person convicted of violating the provisions of this subtitle shall
be fined not less than Fifteen ($15.00) Dollars nor more than Fifty
($50.00) Dollars per day for each offense.
16.416—CONFLICTS WITH OTHER PROVISIONS
IN ANY CASE WHERE A PROVISION OF THIS ACT IS FOUND
TO BE IN CONFLICT WITH A PROVISION OF ANY OTHER ACT
OR CODE OF HOWARD COUNTY EXISTING ON THE EFFECTIVE
DATE OF THIS ACT, THE PROVISION WHICH ESTABLISHES THE
HIGHER STANDARD FOR THE PROMOTION AND PROTECTION
