OF THE HEALTH AND SAFETY OF THE PEOPLE SHALL PRE-
VAIL. IN ANY CASE WHERE A PROVISION OF THIS ACT IS
FOUND TO BE IN CONFLICT WITH A PROVISION OF ANY OTHER
ACT OR CODE OF HOWARD COUNTY EXISTING ON THE EFFEC-
TIVE DATE OF THIS ACT WHICH ESTABLISHES A LOWER
STANDARD FOR THE PROMOTION AND PROTECTION OF THE
HEALTH AND SAFETY OF THE PEOPLE THE PROVISIONS OF
THIS ACT SHALL BE DEEMED TO PREVAIL, AND SUCH OTHER
ACTS OR CODES, ARE HEREBY DECLARED TO BE REPEALED
TO THE EXTENT THAT THEY MAY BE FOUND IN CONFLICT
WITH THIS ACT.
Section 3. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That this Act shall
take effect on the first day of July, 1970, THAT THIS ACT IS HEREBY
DECLARED TO BE AN EMERGENCY MEASURE AND NECESSARY
FOR THE IMMEDIATE PRESERVATION OF THE PUBLIC HEALTH
AND SAFETY, AND HAVING BEEN PASSED BY THE YEAS OF
FOUR OF THE MEMBERS ELECTED TO THE COUNTY COUNCIL,
THE SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
ENACTMENT.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on May 11, 1970.

An Act to repeal Section 20.500 of Title 20 of the Howard County
Code, "Taxation and Public Credit," subtitle "Recordation Tax Rate."
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Section 20.500 of the Howard
County Code, "Taxation and Public Credit," subtitle "Recordation Tax
Rate" be and the same is hereby repealed.
Section 2. BE IT FURTHER ENACTED BY THE COUNTY COUN-
CIL OF HOWARD COUNTY, MARYLAND, That this Act shall take
effect sixty (60) days after its enactment.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on April 14, 1970.

Council Bill No. 13
An Act adding Sections 14.600, 14.601, 14.602 and 14.603 to Title
14 of the Howard County Code, title "Inspections Licenses and Per-
mits" subtitle "Parades and Public Gatherings," providing that per-
sons and organizations shall obtain a permit prior to holding a parade
or other public assemblage, providing for the form of the application,
the manner of issuance and further providing for penalties for viola-
tion of the provisions of this Act, and further declaring this Act to
be an emergency measure.
