1840                             Joint Resolutions

the camping facilities of the Maryland parks system available to the
Maryland Units of the Boy Scouts of America on a year-round basis;
and be it further

Resolved, That the Secretary of State be instructed to send copies
of this Resolution to the Honorable J. Millard Tawes, Secretary of
the Department of Natural Resources, Spencer P. Ellis, Director of
the Department of Forests and Parks and L. Robert Kilmer, Chief
Scout Executive, Baltimore Area Council-Boy Scouts of America.

(House Joint Resolution 55)

House Joint Resolution requesting the Department of Transporta-
tion to take certain action on the Penn Central Railroad Bridge
at Bush River, Harford County, State of Maryland, so as to
allow free ingress and egress through the Bridge.

Whereas, The Penn Central Railroad does not allow free access
through the Bush River Draw bridge; and

Whereas, The Penn Central Railroad has consistently permitted
the Bridge to deteriorate; they have violated Section 512 of Title
33, as set out in the United States Code; and

Whereas, The Penn Central Railroad has violated Section 499
of Title 33, of said Code, by deliberately permitting the Bridge to
deteriorate; and

Whereas, The citizens and tax payers are seriously inconvenienced
by such refusal or inability to allow free access; now, therefore,
be it

Resolved by the General Assembly of Maryland, That the De-
partment of Transportation change the regulations governing the
opening of the draw of the Pennsylvania Railroad Bridge at Bush
River, Harford County, Maryland, in order to allow passage of
boats to the upper part of Bush River at will, or upon proper signal
by the boat to the attendant on the Bridge; and be it further

Resolved, That the said Department of Transportation exercise
the duties under Section 502, Title 33, of said Code of Public Laws
and Section 519 of said Code, and prosecute the Penn Central Rail-
road Company; and be it further

Resolved, That the regulations governing the opening of the draw
of said Railroad Bridge at Bush River, Harford County, Maryland,
be corrected in accordance with Section 512, of Title 33, of said
Code, and allow passage to boats to the upper part of Bush River
at will or upon proper signal by both attendants on the Bridge;
and be it further
