Resolved, That a copy of this Resolution be sent to the Honorable
John A. Volpe, Secretary, Department of Transportation, Wash-
ington, D.C., The Maryland Delegation of the United States Congress
and the County Commissioners of Harford County.

(House Joint Resolution 58)
House Joint Resolution requesting a special subcommittee of the
Legislative Council to study the feasibility, methods, and pro-
cedures of strengthening existing and devising new aquacultural
practices and procedures in the State of Maryland.
Whereas, Maryland enjoys a unique position in the marketing
of high quality seafood products because of its proximity to strong
markets; and
Whereas, Maryland has a long history of supplying high quality
seafood products to the world's trade; and
Whereas, changes have occurred in abundance of natural seafood
products; and
Whereas, changes have occurred in consumer preferences and
acceptances of seafood products; and
Whereas, changes have occurred in methods of harvest, methods
of marketing, methods of distribution, and in uses of seafood prod-
ucts; and
Whereas, changes have occurred in our general economy which
have altered employment practices, allowed for the generation of
unwanted and uncontrolled releases of energy and nutrients which,
if controlled and utilized, have a strong potential for constructive
uses in aquaculture activities; and
Whereas, it has been demonstrated that under conditions of con-
trolled temperatures, regulated nutrients, and protection from preda-
tors, individual items of seafood can be produced of desired size,
at opportune times, and in great abundance; and
WHEREAS, Maryland has great resources in knowledge and talent
that if applied to the solution of problems can create constructive
ends for these problems to the betterment of our economy through
the reduction of waste and for the generation of useful products
and full employment of our citizens; now, therefore, be it
Resolved by the General Assembly of Maryland, That a special
subcommittee of the Legislative Council be appointed by the Presi-
dent of the Senate and the Speaker of the House to undertake a study
of the sociological, economic, engineering, and legal feasibilities and
mechanisms of strengthening existing aquaculture practices and
explore fully devising means of implementing new aquaculture prac-
tices to accomplish the above purposes; and be it further
