2512                               Municipal Charters

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That Sections 32-1 through
32-45, inclusive, of the Anne Arundel County Code (1957 Edition and 1961
Cumulative Supplement), Chapter 32, "Subdivisions", as last amended
by Bill No. 66-66, be and they are hereby repealed.

Section 2. AND BE IT FURTHER ENACTED, That new Sections
13-100 through 13-128.1, inclusive, be and they are hereby added to said
Code (1967 Edition and Supplements), Title 13, "Planning and Zoning",
Subtitle 1, "Subdivisions", to follow immediately after Section 12-1713
thereof, to read as follows:

ARTICLE I IN GENERAL
Section 13-100 LEGISLATIVE AUTHORITY

The Anne Arundel County Office of Planning and Zoning has the
power and authority to prepare rules and regulations governing sub-
divisions within the corporate limits of the County by virtue of the
provisions of Section 531 of the Charter of Anne Arundel County, Maryland.

Section 13-101 LEGISLATIVE INTENT

These subdivision regulations are adopted for the purpose of promoting
the health, safety and general welfare of the residents of the County by:

(1)    Assisting orderly, efficient, and integrated development of land;

(2)    Providing for the coordination of existing streets and public
utilities with new facilities;

(3)     Insuring that proper provisions shall be made for drainage,
water supply, sewerage and other needed improvements;

(4)    Providing for efficient and orderly extension of community serv-
ices and facilities at minimum cost and maximum convenience;

(5)    Insuring conformance of land utilization IN CONFORMANCE
with the County General Development Plan;

(6)    Promoting development and the erection of structures in areas
free from danger of flooding, erosion, stream siltation, soil slump and/or
unsuitable sanitary conditions and other hazards;

(7)    Preservation of the wetlands and safeguarding the estuaries
and streams of the County;

(8)    Securing equitable handling of all subdivision plans by  pro-
viding uniform procedures and standards for observance, both by  sub-
dividers and the County consistent with topographical features  pre-
dominating in the County;

(9)    Helping County officials in securing adequate records of land
titles; and

(10)    Helping to secure water systems of adequate size and pressure
for fire fighting and streets where fire equipment can maneuver properly.

Section 13-102 DEFINITIONS—GENERAL

The following definitions apply to the text of these regulations:
(1) The particular shall control the general.
