(2)    In case of any difference of meaning or implication between the
text of these regulations and any caption, illustration, summary table, or
illustrative table, the text shall control.

(3)    The words "shall, should and will" are always mandatory and
not discretionary. The word "may" is permissive.

(4)    Words used in the present tense shall include the future; and
words used in the singular number shall include the plural; and the plural,
the singular, unless the context clearly indicates the contrary.

(5)    A "building" or "structure" includes any part thereof.

(6)    The phrase "used for" includes "arranged for", "designed for",
"intended for", "maintained for", or "occupied for".

(7)    The word "person" includes an individual, a corporation, a
partnership, an incorporated association, or any other similar entity.

(8)    Unless the context clearly indicates the contrary, where a regu-
lation involves two or more items, conditions provisions, or events con-
nected by the conjunction "and", "or", or "either..... or", the conjunction
shall be interpreted as follows:

(a)    "And" indicates that all the connected items, conditions, pro-
visions, or events shall apply.

(b)    "Or" indicates that the connected items, conditions, provisions,
or events may apply separately or in any combination.

(c)    "Either ..... or" indicates that the connected items, conditions,
provisions, or events shall apply separately but not in combination.

(9)    The word "includes" shall not limit a term to the specified ex-
amples, but is intended to extend its meaning to all other instances or
circumstances of like kind or character.

(10)    All terms defined under various sections of the County Zoning
Ordinance and the County Building Code, where occurring in this Ordi-
nance, shall have the meanings specified in the Zoning Ordinance, except
where specifically defined in this Ordinance.

(11)    The word "county" means Anne Arundel County, Maryland,
Inc. The word "state" means the State of Maryland. The term "County
boundary" means any exterior boundary of the County or any boundary
of an incorporated territory within the County.

(12)    The terms "County Council", "County Executive", "Board of
Appeals", "Planning and Zoning Officer", "Planning Advisory Board",
"Zoning Hearings Officer", "County Solicitor", "Director of Public Works",
"Director of Inspections and Permits", "Fire Administrator", "Director
of Recreation and Parks", "Department of Education", and "County Health
Officer" mean the respective council, boards and officers of the County.

(13)    Throughout this Ordinance, all words, other than the terms
specifically defined above and below, shall have the meaning implied by
their context in this Ordinance or their ordinarily accepted definitions as
set forth in Webster's New Collegiate Dictionary 1967 Edition.
