in her capacity as a State employee; and be it further

Resolved, That the Governor appoint Mary-Carter Roberts as
"Travel Writer Emeritus" of the State of Maryland; and be it further

Resolved, That a copy of this Resolution be sent to Miss Roberts.

(House Joint Resolution 86)

House Joint Resolution requesting the Legislative Council to appoint
a Committee to study airport facilities in Maryland.

Whereas, the Legislative Council in 1969 appointed a special com-
mittee to study airport facilities in Maryland; and

Whereas, the committee appointed, after many meetings, made a
report of its findings to the Budget and Finance Committee of the
Legislative Council; and

Whereas, the time available did not permit the committee to com-
plete its allotted task; and

Whereas, there still exists in Maryland many problems related to
aviation and airport facilities that require study, for example,
the rapid growth in air freight traffic, the use of the new jumbo jets,
the overcrowding at airports, with the resultant impact upon airport
facilities; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legisla-
tive Council of Maryland appoint a Committee to continue the work
begun by the 1969 Committee and complete the study of airport
facilities in Maryland; and, be it further

Resolved, That a copy of this Resolution be sent to the President
of the Legislative Council.

(House Joint Resolution 94)

House Joint Resolution requesting the Legislative Council Subcom-
mittee on Retirement to study the methods by which Baltimore
City teachers may become members of the State Teachers' Retire-
ment System.

Whereas, Baltimore City teachers appointed prior to July 1, 1968
are members of the Baltimore City Employees' Retirement System,
and those appointed after July 1, 1968 are members of the State
Teachers' Retirement System; and

Whereas, The State of Maryland has assumed the financial respon-
sibility for the employer's contributions of all the public school
