teachers and therefore reimburses Baltimore City for the cost of
teacher retirement; and
WHEREAS, Baltimore City's retirement system formerly was the
more generous system, periodic improvements to the State Teachers'
Retirement System have made the two systems generally comparable,
and the State system superior with respect to vesting and early
retirement for long service; and
Whereas, Baltimore City teachers are included in the Baltimore
Employees' Retirement System, which covers all municipal employees
(except fire and police personnel) and does not have a separate
coverage unit for teachers, and it is desirable that the benefit of
further improvements in the State Teachers' Retirement System be
given to all public school teachers uniformly; and
Whereas, Many teachers in Baltimore City desire the benefits of
current and future improvements in the State Teachers' Retirement
System without loss of entitlements earned in the City system; now,
therefore,
Be It Resolved by the General Assembly of Maryland, That the
Special Retirement Sub-Committee of the Legislative Council be and
it is hereby requested to study and report on procedures, policies,
and legislative recommendations to accomplish the transfer, to the
State Teachers' Retirement System, of those City employees who
otherwise would be members of that system if first employed after
July 1, 1968; and in so doing, to protect any transferred person
and/or his beneficiary from loss of pension expectancy, to protect
the financial condition of both pension systems and the financial
equities between the governments involved, to consider the possi-
bilities of involuntary transfer and optional transfer, and to consider
the administrative problems of both systems involved in the transfer;
and
Be It Further Resolved, That the Sub-Committee be and it is hereby
requested to consult with representatives of the Mayor and City
Council of Baltimore, the Board of Trustees of the Baltimore City
Employees' Retirement System, representatives of the City's public
school teachers, professional employees of the Enoch Pratt Free
Library, and faculty of the Baltimore Community College who would
be affected by the proposal, and representatives of the Board of
Trustees of the State Teachers Retirement System and that the
Sub-Committee prepare its recommendations in time for presenta-
tion to the 1971 Session of the General Assembly; and
Be It Further Resolved, That copies of this Resolution shall be
sent to the Boards of Trustees of the State Teachers' Retirement
System and the Baltimore City Employees' Retirement System, to
the Mayor of Baltimore City, and to the President of the Legislative
Council.
