2112                             Joint Resolutions

(3)    The establishment of a Health Clerk type of position in
every elementary school to take charge of first-aid, and the health
records, and interpretation and implementation of communicable
disease programs;

(4)    The computerization of school accident reports to permit
the causes of school accidents to be more adequately analyzed; and
be it further

Resolved, That copies of this Resolution are sent to the County
Commissioners of Prince George's County.

(House Joint Resolution 82)

House Joint Resolution requesting the Governor to designate and
appoint Mary-Carter Roberts as the "Travel Writer Emeritus" of
the State of Maryland.

Whereas, Mary-Carter Roberts has been known throughout Mary-
land for her knowledge of the State's historic and cultural heritage;
and

Whereas, Miss Roberts recently retired from the Maryland
Department of Economic Development, where she served as a mem-
ber for over ten years; and

Whereas, Miss Roberts served prior to her position with the
Maryland Department of Economic Development as a travel writer

for the now defunct Department of Information; and

Whereas, Miss Roberts, in her capacity as travel writer, compiled
a series of county-by-county surveys of historic and scenic attrac-
tions which served as the basis for tourism programs in many of the
counties; and

Whereas, Miss Roberts was the author of many articles on the
State of Maryland which have appeared in national publications,
causing attention and goodwill to be focused on the State of Mary-
land; and

Whereas, Miss Roberts in 1962 suggested the official recognition
of January 14 as "Ratification Day" to commemorate the act which
ended the American Revolution and by which the United States offi-
cially became a sovereign nation; and

Whereas, "Ratification Day" has become an annual event serving
to focus national attention on the history and significance of Annap-
olis and the Maryland State House; and

Whereas, Miss Roberts' concern for conservation and beautifica-
tion led her to write a pamphlet, "Travel, A Force for Conservation,"
which brought a commendation from the then First Lady, Mrs.
Lyndon B. Johnson; now, therefore, be it

Resolved by the General Assembly of Maryland, That the General
Assembly expresses its appreciation for the many significant and
