The commission shall elect a chairman from [amongst] one of the
appointed members and create and fill such other of its offices as it
may determine. The term of chairman shall be one year, with eligi-
bility for re-election. The commission shall hold at least one regular
meeting each month. It shall adopt rules for transactions of business
and shall keep a record of its resolutions, transactions, findings, and
determinations, which record shall be a public record.

3.04 Staff and Finances

[(a)] The commission may appoint such employees as it may
deem necessary for its work[.] , [The commission] and may also
contract with [city] planners, engineers, architects, and other con-
sultants for such services as it may require. The expenditures of
the commission, exclusive of gifts, shall be under such conditions
and
within the amounts appropriated for the purpose by the [coun-
cil] local legislative body which shall provide the funds, equipment,
and accommodations necessary for the commission's work.

[(b) In addition to all other provisions of this section, in Allegany
County the commission may make such appointments and contracts
only upon obtaining prior written approval from the Board of
County Commissioners.]

[14A.]

[(a) The Planning and Zoning Commission for Harford County
with the approval of the County Commission, shall appoint a Direc-
tor of Planning and Zoning who shall have the executive responsi-
bility for planning and zoning in Harford County.]

[(b) The Planning and Zoning Director of Harford County shall
have such duties and responsibilities as delegated to him by the Plan-
ning and Zoning Commission. He shall assist and advise in planning
and zoning and in the formulation of planning and zoning policies.]

[(c) The Planning and Zoning Director shall have a graduate
degree from a recognized college or university in planning and/or
zoning and shall have five (5) years' experience in an executive
position with a planning and zoning commission of a county or
municipality.]

[(d) The salary of the Director of Planning and Zoning shall be
that set by the Planning and Zoning Commission of Harford County
and approved by the Board of County Commissioners of Harford
County.]

3.05 General Powers and Duties

(a) It shall be the function and duty of the commission to make
and [adopt] approve a [master] plan which shall be recommended
to the local legislative body for adoption
[for the physical develop-
ment of the municipality, including any areas outside of its bound-
aries which, in the commission's judgment, bear relation to the plan-
ning of such municipality. Such plan, with the accompanying maps,
plats, charts, and descriptive matter shall show the commission's
recommendations for the development of said territory, including,
