mac River Bridge, the Chesapeake Bay Bridge, the Parallel Bay
Bridge, the Baltimore Harbor Tunnel, the Baltimore Harbor Outer
Tunnel, the John F. Kennedy Memorial Highway, and any other toll
revenue project authorized and provided for under Article 89B of the
Annotated Code of Maryland, title "State Roads," subtitle "Bonds,
Notes or other Evidence of Indebtedness," subheading "Bridge, Tun-
nel and Motorway Revenue Bonds" and subheading "John F. Kennedy
Memorial Highway Revenue Bonds" and (ii) heretofore granted, to
the Maryland Port Authority relating to the financing, operation,
maintenance and repair of the Hawkins Point Port Facility or any
other port facility authorized to be financed under the provisions of
Section 10 of Article 62B of the Annotated Code of Maryland, title
"Maryland Port Authority," are hereby transferred, granted to and
vested exclusively in the Maryland Transportation Authority, acting
on behalf of the Maryland Transportation Department DEPART-
MENT OF TRANSPORTATION.
(c) All power, authority, covenants, obligations, duties and dis-
cretion undertaken and assumed by the State Roads Commission of
Maryland or the Maryland Port Authority under trust agreements
entered into pursuant to the authority of enabling legislation au-
thorizing the issuance of revenue bonds for any of the transportation
facilities projects described in subsection (b), above, are hereby
transferred, granted to and vested exclusively in the Maryland
Transportation Authority, acting on behalf of the Department of
Transportation.

(a) The Maryland Transportation Commission is hereby created
as part of the Department of Transportation, and it shall consist of
seventeen members. The seven members of the State Roads Com-
mission appointed from particular regions of the State shall be mem-
bers of the Maryland Transportation Commission ex officio. The
remaining ten members of the Maryland Transportation Commission
shall be appointed by the Governor with the advice of the Secretary
of Transportation. Of the members initially appointed, three shall
be for terms of three years, four for terms of two years, and three
for terms of one year. Thereafter, all appointments shall be for
terms of three years. The Governor shall designate a Chairman from
among the appointed members. The Governor shall fill any vacancy
which occurs before the expiration of a term, for the balance of the
term so remaining. Members of the Maryland Transportation Com-
mission shall receive no compensation for service on the Commission
but shall be reimbursed for actual expenses.
(b) The appointed members of the Maryland Transportation
Commission shall not be officers or employees of the Department of
Transportation. However, they shall be interested, and preferably
experienced, in one or more of the areas of aviation, airport planning
and promotion, port development, public transit, motor vehicle regu-
lation, traffic safety or other area encompassed by the operations
of agencies within the Department of Transportation. All members
of the Commission shall be residents of this State.
(c) The Maryland Transportation Commission shall meet at
least monthly, at a time and place designated by it or its Chairman.
