any member of its governing body. Receipt of such complaint shall
be promptly acknowledged in writing and a copy transmitted to the
Secretary of Transportation. The administration or other agency
shall then proceed to investigate the complaint. Subject to such
extensions of time as the parties may agree upon, a decision shall be
rendered in writing and a copy thereof sent to the Complainant
within thirty (30) days of the filing of the complaint. A record shall
be kept of all complaints and their disposition which shall be open to
public inspection during regular business hours.

(2) A party aggrieved by an adverse decision or action or failure
to take action within the time prescribed by paragraph (1) of this
subsection and who is entitled to appeal to the Board of Review, may
file an appeal to the Board of Review. The Board shall adopt pro-
cedures as provided in the Administrative Procedure Act, Section
244 et seq. of this Article, and shall in all other respects be governed
by the provisions of said Act. At least five members shall sit at any
hearing of the Board, constituted as a Board of Appeal. Decisions
shall be by a majority of the Board sitting. The Board's decision shall
be in writing, stating its reasons. Minutes of its proceedings shall
be kept. The Chairman, or acting Chairman, shall have the power
to administer oaths and compel the attendance of witnesses. The
decision of the Board shall be the final agency decision for purposes
of judicial review under the Administrative Procedure Act, Section
244 et seq. of this Article, or for purposes of any other provisions of
law permitting appeals to the courts from decisions of agencies in-
cluded within the Department of Transportation. Appeals from
decisions of the Board shall be as prescribed in the Administrative
Procedure Act or by the substantive law applying to the commission,
administration, board or other instrumentality whose decision is
being appealed.

208C.

(a)    The Maryland Transportation Authority is hereby created.
It shall consist of the Secretary of Transportation, who shall serve as
Chairman of the Authority, and six members who shall be appointed
by the Governor with the advice and consent of the Senate. Of the
members initially appointed, two shall be for terms of three years,
two shall be for terms of two years, and two shall be for terms of
one year. Thereafter, all appointments shall be for terms of three
years. The Governor shall fill any vacancy which occurs before the
expiration of a term by appointment for the balance of the term.
Members of the Authority shall receive such compensation as pro-
vided in the budget from time to time and shall be reimbursed for
their expenses actually incurred. The Authority shall have such
staff as may be provided in the Budget; in addition the Chairman
of the Authority is authorized to and shall assign such personnel of
the Department of Transportation as the Chairman deems necessary
to perform such maintenance and other functions as are required to
meet the obligations assumed or undertaken by the Authority on
behalf of the Department with respect to its transportation facilities
projects.

(b)    On and after July 1, 1971, all power, authority, obligations,
functions, duties and discretion (i) heretofore granted to the State
Roads Commission of Maryland relating to the financing, operation,
maintenance and repair of the Susquehanna River Bridge, the Poto-
