quested by the Secretary of Transportation. The Secretary of Trans-
portation shall provide such facilities and personnel of the Depart-
ment of Transportation as may in his judgment be necessary for the
meetings and the conduct of business of the Commission.
(d) The Maryland Transportation Commission shall study the
entire Transportation system of the State. The Commission shall
regularly discuss with the Secretary matters concerning the State's
Transportation System. It may request that the Secretary furnish
to it such data and information concerning the Department of Trans-
portation as may be needed for the Commission's study and delibera-
tion. The Commission shall advise and make recommendations to
the Secretary and the heads of all administrations and agencies
within the Department of Transportation on all matters concerning
transportation policy formation and program execution.
Sec. 2. And be it further enacted, That new Article 94A be AND IT
IS HEREBY added to the Annotated Code of Maryland (1957 Edition
and 1969 Replacement Volume), title "Transportation," subtitle
"Financing," subheadings "In General," "Consolidated Transporta-
tion Bonds," and "Revenue Bonds," to follow immediately after
Article 94 of said Code, and to read as follows:

FINANCING
In General
1. Definitions.
(a) As used in this subtitle, the following terms shall have the
following meanings, unless the context clearly indicates that an-
other meaning was intended. The specific items included within the
following terms shall not be deemed to limit the generality of those
terms.
(b) The term "airport facilities" shall include any one or more
or combination of lands, airfield improvements, terminal area im-
provements, general aviation facilities, air cargo facilities, general
site improvements, utilities, roads, streets, parking lots, and all
other facilities necessary or useful in connection with the operation
of a modern airport and every and all other appurtenances and
equipment now in use or hereafter designed for use in the handling
of air carrier service, general aviation activities and others at any
location within the State now or hereafter owned or leased by the
Authority.
(c) The term "bonds of prior issues" shall mean all "State High-
way Construction Bonds, Second Issue," and "State Highway Con-
struction Bonds, Third Issue," issued and sold under the provisions
of Article 89B, of the Code, title "State Roads" and all bonds issued
and sold under the provisions of Article 62B of the Code, title "Mary-
land Port Authority" evidencing the State loans known as "Maryland
Port Authority Loan of 1958," "Maryland Port Authority Second
Loan of 1961" and "Maryland Port Authority Loan of 1967." The
term "revenue bonds of prior issues" shall mean State of Maryland
Bridge and Tunnel Revenue Bonds (dated as of October 1, 1954),
State of Maryland Northeastern Expressway Revenue Bonds (dated
