Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Consti-
tution, I have today vetoed House Bill 364 and am returning it to you.
This Bill increases the fee for filing an application for annual con-
tinuation or renewal of certificate of authority for a domestic insurer with
its home office outside of Maryland.
The co-sponsor of the Bill, Delegate Resnick, Chairman of the Insur-
ance Subcommittee, has requested that I veto the Bill because there was
no House hearing on it and it passed without receiving the consideration
of the Subcommittee. I am complying with his request.

An Act to repeal and re-enact, with amendments, Section 41(1) of
Article 48A of the Annotated Code of Maryland (1968 Replacement Vol-
ume and 1968 Supplement), title "Insurance Code," subtitle "Insurance
Department and Insurance Commissioner," increasing the annual con-
tinuation or renewal of certificate of authority for domestic insurers with
their home or executive office outside of Maryland from $25.00 to a mini-
mum of $500.00 and a maximum of $3,500.00.
