Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Consti-
tution, I have today vetoed House Bill 333 and am returning it to you.
This Bill makes certain corrective changes in Sections 17A, 175 and
325 of Article 77 of the Annotated Code of Maryland.
However, Senate Bill 38, which was enacted by the General Assembly
and was signed by me on May 2, 1969, repeals Sections 17A and 175 of
Article 77, and moves Section 325 to a different Article of the Code.
Consequently, House Bill 333 is inconsistent with Senate Bill 38 and is,
to a large extent, unnecessary. In light of this, I have deemed it advisable
to veto House Bill 333.

An Act to repeal and re-enact, with amendments, Sections 17A, 175
(f) and 325 (a-1) of Article 77 of the Annotated Code of Maryland (1968
Supplement), title "Public Education," subtitles "Chapter 2. Formation
of Boards," "Chapter 15. Teachers' Associations," and "Chapter 35. Mary-
land Council for Higher Education," amending the laws concerning educa-
tion in this State in order to make certain corrective changes in the
language and references therein.
The Speaker put the question: Shall the bill pass notwithstanding
the objections of the Executive?
