Vetoed by the Governor—May 7, 1968 House Bill No. 714—By Delegate Mothershead:

An Act to repeal and re-enact, with amendments, Section 270(a), 270(b)(l), 270(b)(3), 270(b)(4), 270(b)(5), 270(h)(l), 270(h)(2), 270(j), 270(o), 270(r), 270(s), 270(u), and 270(y) and to repeal in its entirety Section 270 (t) and to enact a new Section 270(t) in lieu thereof and to stand in the place of the repealed section of Article 56 of the Annotated Code of Maryland (1967 Supplement), title "Licenses," subtitle "General Contractors and Sub-contractors" to revise this subtitle to include resident general contractors and sub-contractors; to set out conditions under which the Inspector may waive examinations; to require architects and engineers to advise prospective bidders to set out their Registered Maryland Contractor's number in their plans, specifications and bids; to prohibit assignment or transfer of a certificate of registration, and to correct certain errors.

Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 765 and am returning it to you.

This bill would reduce the probationary period for certain State employees from six months to ninety days. Several of the heads of some of the larger Executive departments have contacted my office to express their opposition to the measure. The Commissioner of Personnel informs me that he does not "oppose" the bill, but points out that the Personnel Advisory Council recommends that the present period be retained. Since
