this controversy exists and because this is only one aspect of the larger problem of employees' relations with the Government, the bill should be studied further before it becomes law.

I am asking the Task Force on Government Employees' Labor Relations to consider this question along with the others presented to them. Changes such as the one proposed in this bill can be better assessed after a long, hard look at the entire area in order to avoid piece-meal approaches which do not fit well into the final overall solution.
