Honorable Marvin Mandel Speaker of the House of Delegates State House Annapolis, Maryland Dear Mr. Speaker: In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 1147 and am returning it to you. This bill would remove from the law the requirement that an operator of an oversized farm vehicle get a permit from the State Roads Commission before moving such equipment on a State highway. While some lessening of the present restriction is indicated to aid those affected, I do not believe that removal of the controls altogether is the best solution. Signed today was Senate Bill 643 which would allow a permit to be obtained for the period of one year. This represents a better balanced solution to the hardship and seems to be acceptable to most of the parties involved. I am therefore compelled to veto House Bill 1147. Sincerely, /s/ Spiro T. RECESS At 2:05 o'clock P.M., on motion of Senator Hughes, the Senate took a recess until 3:00 o'clock P.M. AFTER RECESS At 3:00 P.M. the Senate resumed its session.
