1969] OF THE HOUSE OF DELEGATES 73 (b) On all matters not otherwise prescribed by the Constitution or laws of Maryland or by these Rules, the current and applicable Rules of the House of Delegates of Maryland shall prevail; and on all matters not otherwise prescribed, Roberts' Rules of Order shall prevail. 2. (a) The Joint Session shall meet in the Chamber of the House of Delegates. (b) Until the Joint Session fully organizes, the Speaker of the House of Delegates shall act as presiding officer. 3. (a) The presiding officer shall require a roll call of the Members of the Joint Session. A quorum consists of ninety-three (93) members. (b) If a quorum is present, the presiding officer shall so announce, and he shall announce that the Joint Session is in session. 4. (a) The presiding officer shall invite the Governor of Maryland to address the Joint Session, and he shall arrange suitable escorts for the Governor when entering and leaving the Chamber. (b) The presiding officer shall declare a vacancy in the office of Governor of Maryland, and he shall announce the intention of the Joint Session to proceed to the election of a Governor. 5. (a) The President of the Senate and the Speaker of the House of Delegates, acting jointly and with the concurrence of the Members of the Joint Session, shall appoint a permament Chairman of the Joint Session. The permanent Chairman, hereafter referred to as "Chairman," shall assume his office immediately. 6. (a) The Chairman shall appoint a Committee on Rules, from the membership of the two Houses of the General Assembly. (b) The Chairman shall excuse the Committee on Rules to enable it to meet and make its recommendations to the Joint Session. (c) The Joint Session shall adopt a set of Rules to control and regulate its procedures and deliberations. (d) The adoption of Rules, whether proposed by the Committee on Rules or by a Member, requires a majority vote of those Members present and voting, a quorum being present. Copies of any proposal to adopt a Rule shall be made available to every Member. (e) A proposal to amend or change a Rule once adopted may be submitted by any Member, with copies made available to every Member. To be adopted, the proposal to amend or change a Rule requires a two-thirds vote of those Members present and voting, a quorum being present.
