be voted upon at once, except that a roll call may not be interrupted for this purpose; the proposal takes effect immediately upon adoption.

7.

The Chairman may designate other Members of the Joint Session as subordinate officers thereof, and he may designate other legislative employees and desk officers of the General Assembly to discharge the duties of the Joint Session.

8.

(a)    Except as specifically provided otherwise, decisions of the Joint Session shall be by a majority of the Members present and voting from time to time, a quorum being present. A lesser number than a quorum may adjourn from day to day and require the presence of absent Members.

(b)    Except as specifically provided otherwise, the roll of the Joint Session shall be called from an alphabetical list containing the names of all Members of the Joint Session.

9.

(a) A nomination for the Office of Governor may be made by any Member of the Joint Session. As many as two seconding speeches may be made for any nominee by Members of the Joint Session.

(b) A nomination may be made only for a person having the Constitutional qualifications for the office of Governor.

(c)    No Member may speak more than once in either nominating a candidate or seconding a nomination.

(d)    All nominating addresses and seconding speeches shall be made from the floor of the Joint Session. At the option of the Member a legible copy may be furnished to be journalized. A nominating address may not exceed five minutes in length, and a seconding speech may not exceed two minutes in length.

(e)    At the conclusion of all nominating addresses and seconding speeches the Joint Session shall proceed to the election of a Governor. Successive tallies of the vote shall be taken as necessary for election.

10.

(a)    The vote of each Member in the election of a Governor shall be by voice vote and also by a separate and signed paper ballot.

(b)    Members of the Joint Session may not speak in explanation of their votes for the office of Governor.

(c)    The voice vote of each Member shall be verified by the official of the Joint Session who collects the paper ballot. The ballots shall be collected, arranged, and tallied in alphabetical order.

(d)    At the conclusion of the recording of ballots, the Chairman shall permit any Member to change his vote before the final results are announced. If a Member changes his vote, he sahll announce the change by voice vote, and the change also shall be recorded and subscribed to by the Member on a signed ballot.
