of pupil personnel I having equivalent experience and grade of certifi-
cate who is already in the public school system of that political
subdivision.

(f)    Salaries of visiting teachers.Every visiting teacher hold-
ing the appropriate certificate shall receive a minimum salary of $500
in excess of that which is required to be paid to a teacher with
equivalent training and years of experience who is already in the
public school system of that political subdivision.

(g)    Salaries in excess of minima.County boards of education
and the School Commissioners of Baltimore City may pay to super-
vising teachers, supervisors of pupil personnel, and visiting teachers
salaries in excess of the minimum salaries provided for in this section
and may employ additional supervising teachers, supervisors of
pupil personnel, and visiting teachers, but the State will not share in
the payment of such excess salaries.

(h) Statistical and stenographic clerk.There shall be employed
in each county such clerical, statistical, and stenographic assistants
and other professional assistants, assistant superintendents, super-
vising teacher, helping teachers, supervisors of pupil personnel I,
supervisors of pupil personnel II, visiting teachers, medical in-
spectors, and school nurses as the county board of education shall
authorize; provided that no professional assistant shall be appointed
who does not hold the appropriate certificate issued by the State
Superintendent of Schools, and the appointment of no professional

assistant shall be valid without the written approval of the State

Superintendent of Schools.

(i) The county commissioners, county council, and Mayor and
City Council of Baltimore City shall levy sufficient funds to meet the
scale of minimum salaries provided for in this section and shall not
deny any part of the amount required for any one school year for the
payment at the said scale of minimum salaries of the professional
employees not assigned to schools; provided, however, that the number
of professional employees not assigned to schools shall not exceed
five percent of the allowed professional employees as defined under
subsection (c) of this section.

69.    Office, supplies and traveling expenses.

The county board of education shall provide the office of the super-
intendent of schools with adequate quarters, and with adequate cleri-
cal equipment; and the superintendent of schools and his professional
assistants shall be provided with such means of transportation as are
necessary for the effective and efficient performance of their official
duties. They shall be reimbursed for all actual and necessary travel-
ing and other expenses and disbursements incurred or made by them
