(d) Removal of superintendents; vacancies.—The State Super-
intendent of Schools may remove any county superintendent of
schools appointed under the provisions of this section or continuing
in office under the provisions of this section, for immorality, mis-
conduct in office, insubordination, incompetency, or wilful neglect
of duty upon making known to him, in writing, the charges against
him, and upon giving to him an opportunity of being heard, in per-
son or by counsel, in his own defense, upon not less than ten days'
notice. In case of vacancy due to any cause, the county board of
education shall fill the vacancy and the appointment shall be for a
full term of four years, and until a successor shall qualify.
(e) Levy of funds to meet salaries.—The board of county com-
missioners, the county council, or the Mayor and City Council of
Baltimore City shall levy sufficient funds to meet the minimum
salaries provided for in this section.
58. General Duties.
The county superintendent of schools, as the executive officer of the
county board of education, shall see that the laws relating to the
schools, the enacted and published bylaws and the policies of the
State Board of Education, and the rules and regulations and the
policies of the county board of education are carried into effect.
59. Explanation of school laws; decision of disputes; witnesses.
The county superintendent of schools shall explain the true intent
and meaning of the school law, and of the bylaws of the State Board
of Education. He shall decide, subject to the provisions of Section 160
of this Article, without expense to the parties concerned, all con-
troversies and disputes involving the rules and regulations of the
county board of education and the proper administration of the pub-
lic school system, and this decision shall be subject to appeal to the
county board. Further appeal may be had to the State Board of
Education if taken in writing within thirty days following the final
decision of the county board.
60. Recommendation as to buildings, grounds and sites.
The county superintendent of schools shall recommend for con-
demnation school buildings which are unsanitary and unfit for use;
he shall recommend all repairs, the purchase of grounds, school sites
and buildings, or the sale of the same, and shall prepare or cause to
be prepared all plans and specifications for remodeling of old build-
ings, and the construction of new buildings, subject to the provisions
of Section 26 of this article.
61. Approval of Contracts.
The county superintendent of schools shall approve, in writing,
all contracts of whatever kind entered into by the county board of
education, and no contract entered into by the county board of
education shall be valid without the written approval of the county
superintendent of schools.
