Board may provide; and,] provided, however, that the compensa-
tion and expenses of said Board shall in no event be paid out of
funds in the State Treasury or become a charge against the State,
or Queen Anne's County.

[Said] The Board shall meet at least once each month and shall
hold such special meetings as the proper and efficient discharge of
its business shall require; and [said] the Board shall adopt such
rules and regulations for the examination of Master Electricians
as herein defined, and for the placing, installing and [operating]
operation of electrical [wires] wiring, appliances, apparatus or
construction in, upon and about buildings in Queen Anne's County,
and when so adopted, such rules and regulations shall have the same
force and effect as if herein contained; and the rules of said Board
shall also provide for the giving of timely notice of such meetings
to all those who shall have made application for a license as herein
provided.
Sec. 2. And be it further enacted, That the provisions of this Act
shall not be construed to extend or apply to any member of the
Board of Electrical Examiners of Queen Anne's County in office on
the effective date of this Act, but the provisions of this Act shall
take effect with the next term of office.
Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

(House Bill 1085)
AN ACT to repeal and re-enact, with amendments, Section 21 (e) of
Article 2B of the Annotated Code of Maryland (1968 Replacement
Volume), title "Alcoholic Beverages," subtitle "Beer, Wine and
Liquor Licenses," and to repeal and re-enact, with amendments,
Sections 89(a) and 95(b) of said Article and title, subtitle "Hours
and Days for Sale," providing that beer, wine and liquor licenses
shall be issued in all towns in Calvert County; that the terms of
Article 2B, Section 89(a), regarding the absence of any specific
closing hours on January 1 of each year shall be extended to
embrace Calvert County as well, so as to allow the usual New
Year's Eve celebrations with the customary breakfast servings
thereafter to proceed on an unrestricted basis for this particular
annual celebration; and providing that sales shall be permitted in
Calvert County by a Class A, beer licensee, Class A, beer, wine and
liquor licensee, Class B, beer licensee and Class B, beer, wine and
liquor licensee between the hours of six (6) o'clock a.m. and two (2)
