4A.

(a) The State Department shall have an advisory council on
child welfare composed of one member of the State Board of Social
Services appointed by its chairman, one person representing the
State Department of Health appointed by the Commissioner, one
person representing the State Department of Mental Hygiene ap-
pointed by the Commissioner, one person representing the State
Department of Employment Security appointed by the State Director,
one person representing the State Department of Education ap-
pointed by the State Superintendent of Schools, one person repre-
senting the State Department of Juvenile Services appointed by the
Director, one person representing the State Office of Economic
Opportunity appointed by the Executive Director,
one person
representing the courts appointed by the Chief Judge of the Court of
Appeals, and six additional persons representing voluntary child
welfare organizations and the public appointed by the Governor who
shall designate one of said six persons to serve as chairman., AND
SEVEN ADDITIONAL PERSONS WHO ARE OR REPRESENT
RECIPIENTS OF AID TO FAMILIES WITH DEPENDENT
CHILDREN AND CHILD WELFARE SERVICES SELECTED
BY THE GOVERNOR FROM LISTS SUBMITTED BY THE
STATE DEPARTMENT, WHICH LISTS SHALL CONTAIN
TWICE THE NUMBER OF PERSONS TO BE SELECTED AND
FORMULATED IN ACCORDANCE WITH RULES AND REGU-
LATIONS APPROVED BY THE STATE BOARD CONSONANT
WITH FEDERAL LAWS AND REGULATIONS GOVERNING
THE ESTABLISHMENT OF ADVISORY GROUPS IN RELA-
TION TO AND TO FAMILIES WITH DEPENDENT CHILDREN
AND CHILD WELFARE SERVICES. Each member of the council
shall serve thereon at the pleasure of the official by whom he was
appointed, and shall receive no compensation for his service, but
shall be paid the reasonable expenses necessary for the discharge
of his official duties. The State Director of Social Services shall
serve as executive secretary to the advisory council.

(B)     THE ADVISORY COUNCIL TO THE STATE DEPART-
MENT SHALL HAVE CONTINUING RESPONSIBILITY FOR
THE INITIATION OF ACTIVITY LEADING TO STRENGTH-
ENED PROGRAMS OF AID TO FAMILIES WITH DEPENDENT
CHILDREN AND CHILD WELFARE SERVICES, INCLUDING
PREVENTION AND CONTROL OF ILLEGITIMACY, BY PRO-
VIDING LEADERSHIP THROUGH INVESTIGATION AND
RECOMMENDATION OF POLICY, PROGRAMS AND PLANS
FOR THEIR IMPLEMENTATION.

(C)     THE ADVISORY COUNCIL SHALL REPORT THE RE-
SULTS OF ITS INVESTIGATIONS AND MAKE ITS RECOM-
MENDATIONS TO THE STATE BOARD AND THE DIRECTOR
OF THE STATE DEPARTMENT. THE COUNCIL SHALL PUB-
LISH ITS ASSESSMENT OF THE PROGRAMS AND EFFEC-
TIVENESS OF THE STATE'S EFFORTS TO STRENGTHEN
AID TO FAMILIES WITH DEPENDENT CHILDREN AND
CHILD WELFARE SERVICES AND TO CONTROL ILLEGITI-
MACY, AND ITS RECOMMENDATIONS FOR THEIR IMPROVE-
MENT, THROUGH THE ANNUAL REPORT OF THE STATE
DEPARTMENT TO THE GOVERNOR PRIO
