on increments of not more than one hundred dollars ($100) annu-
ally, no salary to exceed a maximum of fifty-six hundred ($5,600)
dollars per year. ] The books of the Sheriff shall be audited annu-
ally, and copies shall be published by the County Commissioners in
local newspapers.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 318
(House Bill 548)

AN ACT to waive the provision of Section 10 of Chapter 759 of the
Acts of 1967, the said section relating to the time by which projects
contained in the General Construction Loan of 1967 must be placed
under contract, insofar as this section relates to an item contained
in the said Act for the Department of Mental Hygiene-Head-
quarters and relating to the construction of a Comprehensive
Community Mental Health and Retardation Center, Baltimore
(200 beds); to extend for two years, the period during which the
said item may be placed under contract.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 759 of the Acts of 1967,
be and is hereby waived insofar as they impose a time for placing
under contract an item, Section 5(G) (1) (A) in the said Chapter 759
and found on page 1678 of the Laws of 1967, making available to the
Department of Mental Hygiene-Headquarters the sum of $9,241,400
for the construction of a Comprehensive Mental Health and Retar-
dation Center, Baltimore (construction: $9,111,400)-(site improve-
ments, utilities, landscaping: $130,000) and shall be allowed an addi-
tional period of two years beginning on the effective date, for the
placing of this project under contract. If this project shall not have
been placed under contract within a period of two years, beginning
on the effective date of this Act, then it shall be deemed to have been
abandoned and the other provisions of Section 10 of Chapter 759 of
the Acts of 1967 shall be fully effective as to this project.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.
