736                               LAWS OF MARYLAND                       [CH. 276

Section 1. Be it enacted by the General Assembly of Maryland,
That Subsection (16) (e) of Section 108 of Article 52 of the Anno-
tated Code of Maryland (1968 Supplement), title "Justices of the
Peace," subtitle "Trial Magistrates System," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

108.

(16)(e) [At the expiration of the term of office of the present
clerks of the trial magistrate courts for Prince George's County, and
every four years thereafter, there shall be appointed by the chief
judge three clerks who shall be employed for the People's Court.
Such clerks shall keep all dockets of and supervise and manage the
office of said court.] The Chief Judge of the People's Court shall
appoint a Clerk for the People's Court of Prince George's County,
and a Deputy Clerk thereof, who, when duly qualified as such, and in
the absence of the Clerk, shall have the power and authority to act
in the place and stead of the Clerk. The Clerk and Deputy Clerk
shall be appointed by the Chief Judge for a period of five years.
The Clerk shall keep all dockets of and supervise and manage the
central office of the Court, which shall be located in the Courthouse
at Upper Marlboro, and shall supervise the management of the
branch offices of said Court. The Chief Judge of the People's Court
shall establish the Clerks Office of the Court in the Courthouse at
Upper Marlboro and branches of the Court at place or places he
deems necessary for the efficient operation of the business of the
People's Court and the respective offices of the Court shall be man-
aged under the supervision of the Clerk.
Notwithstanding any other
provision of law, the dockets and records of arrests and convictions
in traffic violations, and all other traffic records, shall be kept by the
[clerks] Clerk in such form and under such plan as may jointly be
agreed upon by the [judges] Chief Judge of the People's Court and
the Department of Motor Vehicles. [Each clerk] The Clerk shall
make proper report at periodic intervals of all traffic convictions and
other disposition of traffic cases
to the Department of Motor Vehicles
in accordance with such agreed plan, and, together therewith, the
Clerk
shall make remittance of all revenues due the State of Mary-
land from traffic violation fines and costs to the Department of
Motor Vehicles. The Internal Auditor of Prince George's County
shall regularly audit the accounts and records of said [clerks] Clerk
and shall furnish the Department of Motor Vehicles and the State
Comptroller regularly a certificate attesting to the fact that an audit
verification of traffic violation fines and costs imposed in the People's
Court of Prince George's County has been made, and that all fines
and costs due the State of Maryland have been remitted to the
Department of Motor Vehicles. [Each clerk] The Clerk shall have
custody of all monies paid into the Court for any purpose and shall
deposit such monies promptly in an account [in his name] or ac-
counts in the name of the Clerk
in Prince George's County [;] . In
the absence of or inability to act of the Clerk, the Deputy Clerk
shall be authorized to draw on the account or accounts of the said
Clerk for the purpose of refunding when necessary any collateral,
fines, forfeitures, or costs which have theretofore been deposited in
said account or accounts,
[each clerk] The Clerk shall prepare,
sign and deliver with appropriate remittances to County and State
officials such reports of fines, forfeitures and costs as are required of
trial magistrates by law [; each clerk shall report the funds in his
