Wicomico County, the sum of eighty-six dollars; and those from
Worcester County, the sum of ninety-four dollars.] Each member
and officer of the General Assembly shall be paid an allowance for
mileage
; at the current and regular rate established by the Board
of Public Works for State employees generally. The payment shall be
for one round-trip from the member's residence to the City of Annap-
olis and return, once each week or fraction thereof while the General
Assembly is in session.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 203
(Senate Bill 29)

AN ACT to repeal and re-enact, with amendments, Sections 1J(b),
(e) (3) and (f) of Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume and 1968 Supplement), title "Health,"
subtitle "State Board of Health and Mental Hygiene," to provide
that the program of community mental health services be funded
by the State without contribution of the local subdivisions.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1J(b), (e) (3) and (f) of Article 43 of the Annotated
Code of Maryland (1965 Replacement Volume and 1968 Supplement),
title "Health," subtitle "State Board of Health and Mental Hygiene,"
be and they are hereby repealed and re-enacted, with amendments,
to read as follows:

1J.

(b) The Commissioner of Mental Hygiene, with the approval of
the Board of Health and Mental Hygiene, may make grants from
State and federal funds or enter into agreements for the use of such
funds [, on a matching or nonmatching basis,] to assist public or
nonprofit organizations in the establishment and operation of local
mental health programs to provide (1) in-patient services, (2) out-
patient services, (3) partial care services (day care and/or night
care services), (4) twenty-four hour emergency services, (5) con-
sultation and education services and (6) other forms of preventive,
treatment, or rehabilitation services. Existing services as well as
recommended new services shall be rendered by governmental agen-
cies or by nonprofit organizations by contract. Research and train-
ing designed to improve and extend the foregoing services shall be
proper items of expenditure in connection therewith.

(e)    The function of each community mental health advisory
committee shall be to:

(3) Make recommendations for appropriate allocation of funds
in accordance with agreed upon priorities and consideration of
financial resources (private, [and] public, [local] and State).

(f)    The Commissioner of Mental Hygiene with the approval of
the Board of Health and Mental Hygiene shall prepare and periodi-
