tion system and for the coordination of transit planning and
general planning, the Authority shall prepare its transit plans in
consultation with the Regional Planning Council. The Authority
also shall cooperate with the planning agencies of the State Roads
Commission, the Department of Planning of the State of Maryland
and with any agencies of the State of Maryland and of the Federal
Government which may be concerned with transit plans. To pro-
vide a framework for regional participation in the planning process,
the Authority may create technical committees concerned with plan-
ning and collection and analyses of data relative to decision-making
in the transportation planning process and the State Roads Commis-
sion and the State Planning Department are authorized to make
appointments to such committees, upon request by the Authority.
The Authority also may create such advisory committees, as it shall
deem necessary.

11. Adoption of Plan.

(a)    Procedure. No transit plan shall become effective and no
steps shall be taken towards the implementation thereof, until said
transit plan has been adopted by the Board.
HOWEVER, THE
BOARD SHALL NOT APPROVE OR ADOPT THE LOCATION
OF CORRIDORS, ROUTES, STATIONS, AND TERMINALS
WITHIN THE BOUNDARIES OF ANY POLITICAL SUBDIVI-
SIONS UNTIL AND UNLESS ADVISED IN WRITING THAT
SUCH LOCATIONS HAVE BEEN APPROVED BY THE LEGIS-
LATIVE BODY OF THE POLITICAL SUBDIVISION. IF THE
LEGISLATIVE BODY DOES NOT ADVISE THE BOARD OF
ITS ACTION WITHIN ONE HUNDRED AND EIGHTY (180)
DAYS AFTER THE RECEIPT OF THE PROPOSED LOCATION,
THE FAILURE TO TAKE ACTION BY THE LEGISLATIVE
BODY SHALL BE DEEMED TO CONSTITUTE APPROVAL.
Prior to the adoption of any transit plan, or the revision or amend-
ment thereof, the Board shall transmit the proposed plan, revision,
alteration or amendment for comment to the following and to such
other agencies as the Board shall determine and such comments shall
be made within such time as the Authority shall specify:

(1)    The Governor

(2)    The Mayor of the City of Baltimore, the City Council of the
City of Baltimore and the County Executives and the County Coun-
cils of Baltimore and Anne Arundel Counties;

(3)    the Public Service Commission;
(4) the Regional Planning Council;

(5)    the Maryland State Planning Department;

(6)    the Maryland State Roads Commission;

(7)    the Maryland Port Authority;

(8)    any Authority or agency created to own and operate Friend-
ship International Airport; and

(9)    the private carrier CARRIERS operating in the District
and the labor unions representing employees engaged in transit op-
erations in the District.

(b)    Public hearings. Information with respect to a proposed
transit plan, or a proposed amendment or revision of an adopted
