semblages and assemblages which obstruct full and free passage,
control pedestrian and vehicular traffic, and otherwise preserve and
protect the public peace, health and safety and, further, for these
purposes a member of such force shall be a peace officer and, as such,
shall have throughout the District the same powers as sheriffs,
constables, police officers and peace officers have in their respective
jurisdictions; but the powers of the security force shall in no way be
deemed to be exclusive with respect to the transit facilities and
property owned, leased, operated or controlled by the Authority.

(o) Hearings and investigations. To hold public hearings and
conduct investigations relating to any matter affecting transit
services in the District with which the Authority is concerned and,
in connection therewith, subpoena witnesses, papers, records and
documents or delegate such authority to any officer and any Director,
AND ANY OFFICERS AND ANY DIRECTOR may administer
oaths or affirmatives
AFFIRMATIONS in any proceedings as inves-
tigations. In cases of the failure of any person to comply with any
subpoena or order issued under the authority of this subsection, the
Authority or its authorized representative may involve the aid of any
court of this State of general jurisdiction. The court may thereupon
order such person to comply with the requirements of the subpoena
or order or to give evidence touching the matter in question. Failure
to obey the order of the court may be punished by the court as a
contempt thereof; and

(p) Other powers. To exercise, subject to the limitations and
restrictions herein imposed, all powers reasonably necessary or essen-
tial to the declared objects and purposes of this Article.

9.    Contents of plan.

The Board shall prepare a plan or plans to meet the transit needs
of the District and may from time to time review and revise such
plans. The plans shall specify (1) the transit facilities to be con-
structed or acquired, including the locations of terminals, stations,
parking facilities and the character and nature thereof; (2) the
design and location of such transit facilities; (3) whether such transit
facilities are to be constructed or acquired by lease, purchase or con-
demnation; (4) a time table for the provisions

transit facilities; (5) the anticipated capital costs; (6) estimated
operating expenses and revenues relating thereto; (7) the type of
equipment to be utilized; (8) the areas to be served and the routes
and schedules of service expected to be provided; (9) the probable
fares and charges therefor; (10) the plan of financing the capital
costs and operation of the transit facilities; and (11) such other
information as the Board may consider relevant, ;
