7.    Conflict of Interests.

(a)    Prohibitions. No Director, alternate, officer or employee
shall:

(1)     be financially interested, either directly or indirectly, in
any contract, sale, purchase, lease or transfer of real or personal
property to which the Board or the Authority is a party;

(2)    in connection with services performed within the scope of his
official duties, solicit or accept money or any other thing of value in
addition to the compensation or expenses paid to him by the Au-
thority,

(8) offer money or anything of value for or in consideration of
obtaining an appointment, promotion or privilege in his employment
with the Authority.

(b)    Forfeiture of office or employment. Any Director, officer or
employee who shall wilfully violate any provision of this section
shall, in the discretion of the Board, forfeit his office or employment.

(C) CONTRACTS VOIDABLE. ANY CONTRACT OR
AGREEMENT IN CONTRAVENTION OF THIS SECTION MAY
BE DECLARED VOID BY THE BOARD.

(c) (D) Other laws applicable. Nothing in this section shall be
construed to abrogate or limit the applicability of any law which may
be violated by any action prescribed by this section.

8.    General grant of powers.

In addition to the powers granted to the Authority elsewhere in
this Article, the Authority, except as limited in this Article, shall
have the additional powers set forth below in this section:

(a)    Perpetual succession; suits. Have perpetual succession, and
sue and be sued in its own name and plead and be impleaded;

(b)    Seal. To adopt and use a corporate seal and alter the same at
pleasure;

(c)    Offices. To establish within the District a principal office
and such other offices as may be deemed necessary;

(d)    Rules and regulations. To adopt, amend and repeal rules
and regulations respecting the exercise of the powers conferred by
this Article;

(e)    Acquisition of property. To construct, acquire, own, operate,
maintain, and control any property, real or personal, tangible or
intangible, or any interest therein, by contract, purchase, condem-
nation, lease (as lessor or lessee), license, gift, mortgage or other-
wise and sell, convey or dispose thereof whenever same is no longer
required for the purposes of the Authority, but all of said property
shall be necessary or useful in rendering transit service or in activ-
ities incidental thereto;

(f)    Loans, grants, and contributions. To apply for, receive and
accept grants, gifts, payments, loans, advances and other funds,
appropriations, properties and services from t
